As gurutech said, an OEM licensed Windows is locked to the original computer. I'm not so sure about a retail license. I thought that it can be removed from the machine and sold to somebody else. But, gurutech may be correct.
If you are buying online you can't even be sure that it is a retail license. And if it is retail you still have no way of ensuring that no other computer is using it.
