I regularly used to create bootable XP images with MS hotfixes and patches slipstreamed, and I had had the same issue once I swithed to Win7 on my main computer. That is, if I created a 'bootable' Win XP image on my Win 7 computer, the image didn't work.
Some googling showed me that it was a common problem, and the solution was that I had to go to an XP computer, and repeat the exactly same operation. And believe it or not, when I tried to create the very same iso image on a Win XP host, the resulting image did work.
I guess it must be the same the other way around. When you want to make a bootable W7 iso image, you should do the iso creation on a computer hosting Win 7. I don't know your circumstances, but if you tried to create your images on a Win XP computer, maybe that's exaclty why they didn't work. In this case you might want to give another shoot to WinISO.

Also be careful about what boot information you use. Following the link above you can download both 32bit and 64bit boot information, but only one of them should work.
