I figured this out.
I restored from a saved restore point and after a lot of digging found a registry entry that apparently was causing this. In my font substitution keys (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\FontSubstitutes) I had "MS Shell Dlg" set to "Microsoft Sans Serif" and it should be "MS Sans Serif" (Yeah, apparently MS means something else there).
