only command prompt apears on boot

I just recovered from the FBI moneypak virus and now when i boot up my windows 7 laptop I only see a black screen with a command prompt. if i type in "explorer" and hit enter, windows fully boots to the desktop and everything is fine. i went into msconfig and the startup is set to normal, and all of the microsoft services are enabled. I tried startup recovery with a windows 7 disk and it did not find any problems to repair. how do i make windows fully boot on its own without having to type "explorer" in a command prompt after every boot? thanks
