As you have explained that if you use a system restore point and go back to it the computer boots normally, this means that the issue is software related, not hardware.
As far as troubleshooting options go you could check if you have installed any new software which might cause problems with the operating system, could be a virus of some sort, do you have an antivirus installed ?
If all else fails my default option would be a complete windows reinstall.
