Well if Vista was not the original operating system shipped with the computer, there is a good chance that you are missing a lot of drivers, and among those would be the chipset drivers and the usb controllers; that would cause the OS not to 'see' the external drives. please check the Device Manager and confirm that all drivers have been installed. Also reboot the computer and access the BIOS and see if the drives are detected there, look in the Advanced section where the boot order can be changed
