The only Windows 7 edition that has more features for this kind of limitations are Windows 7 Pro and above AFAIK. FWIW, the non admin accounts stops users from changing/opening or deleting by a prompt password or related only but with regard to the special desktop appearance, please wait for members or staff who have this kind of restriction on their desktop to chime in as hopefully they could give you some additional information. :)
