System Restore error: 0x8007001f, A device is not functioning 2

Hi TSG.

I became a member because i read this tread that came pretty close to the same problem that im having.

I get the same error:

There was an unexpected error:
A device attached to the system is not functioning. (0x8007001F)

Please close System Restore and try again.

But the answer that Rorschach112 gives it seems like i have to be able to get into my desktop to make that solution work. I don't know what else to do.

I hope this is information enough. Please tell me if i need to be more specific.
