The contents of the
C:\User\(username)\AppData\Local\Temp
folder in Windows 7 is safe to delete and should be done as part of your regular computer maintenance.
Depending on how you use your computer and how fast that folder fills up, once a week is usually sufficient.
To insure that none of those temp files are in use, restart the computer before deleting them.
