1. Would you please see if you can open the office program in user initiated safe mode
Use User-Initiated Safe mode
To start a Microsoft Office program in User-Initiated Safe mode:
On the Microsoft Windows Start menu
admin tools, services or use the run cmd and type
services.msc
scroll please to windows installer service
is the service configured
manual start and shown stopped
please set it manual start if not using drop arrow on start type
then please try and start it.
Does it start please
If it does NOT start
Also please note a dependency is Remote Procedure call, - click the dependency tab on Windows installer service and check RPC
RPC should be automatic and running that is RPC and not RPC Locator
3. Which anti-virus do you use please.
4. If the above measures do not work we will have to rebuild the windows installer service.

- Press and hold the CTRL key, and then click the name of the Microsoft Office program that you want to run.
