Have you tried restoring the Libraries as described here: http://www.sevenforums.com/tutorials...e-default.html
You appear to be missing your default Libraries.

And check that the folders aren't hidden, some malware will hide folders.
I've never found Libraries very useful, I prefer the traditional folders or shortcuts for organizing data with the same content. Oddly enough in Windows 8.1 the Libraries are hidden from that left navigation pane by default.
